Depends on the plant some will burn if in too bright of light, others may grow faster than normal, you add your total bulb wattage together to divided by gallons of water to get wats per gallon. (2*24=48). So you have 48wats but you did not give tank size

Ghost shimp should do fine with any non agessive tank set up I have 12 in my 55 gal planted tank the most agesive fish is alstralin rainbow at almost 3in (school of 5). Yo yo loach, and two 3 1/2in brisial noise albino plecko the shrimp are doing very well.

If the fin can grow back still it will take a while, but good news is you can speed this up with malflax it premots fin growth. As with any chemical read the directions carfuly and be sure you understand them.
