If you do a search on eBay for 165w LED you'll have quite a few to choose from. Would avoid those that seem unreasonably cheap (some are $39).
If you have to choose between the two, I'd get a HOB skimmer and skip the sump. You can get a reef octopus classic 1000 HOB that works reasonably well for around $100 give or take $25.

In order to connect my overflow box to my sump I used a washer drain hose that has a rubber end and used pvc glue to attach it to the inside of the 1" bulkhead on the overflow. I'm not terribly handy. Can I trust this connection?
Quick update: I remove the coral twice from the urchin and he keeps picking it back up. He's been carrying it around for over a year now! Guess they like each other.
