Siphon as much as possible out on a water change. Try a whole day without any light, or just adjust to a shorter lighting time and reduce your feeding. This will help reduce the nutrient levels in the water that cause cyano.
That will depend on what the source of the ammonia is. If it's live rock then it will depend on how much and a few other factors. I wouldn't worry too much at this stage about the level of spike. Keep an eye on the level dropping and the nitrogen cycle beginning to work.
You tend to find that the price relates to who or where they are ordered in from. I have found that my local maidenheads (there are 4 quite locally) can be cheaper than many other places and smaller independent shops. They have some good offers on marine.

The light green shoots are neomeris. They aren't bad but do tend to get out of control if allowed and it's worth plucking them in mu opinion. Also u seem to have a bit of hair algae growing around them.
No its unlikely, damsels are very territorial and I would say its more than likely that he has just found somewhere in the tank he likes to call his own for the moment.
