Cant speak for the salfin, but the Raphael will be fine make sure thou the new pleco's have their own caves as the Raphael will jostle to defend keep it's cave
TBH I think a full size Common or Gibbi plec would be food to a full size RTC
how about a Ripsaw Catfish (Oxydoras niger) these grow to 3ft and do well in a group (i am using seriously fish for this info i havent kept this Doradidae only its much smaller cousin the Platydoras)
Hoplo Catfish (Megalechis thoracata) should fit the bill.
Hardy, peaceful and very active.
or how about
Porthole Catfish (Dianema longibarbis) group of 4 portholes or more for the full effect. again these are Hardy, peaceful and very active.
I wouldn't chooses the oto's the pictus will eat anything it can fit into it's mouth, a full grown pictus should be able to take an Oto quite easily.
The BNP may be a better choice.
African dwarf frogs are peaceful I have kept them with small tetras neons, cardinals and red phantoms no problems.
The dwarf frog may nip another fish due to poor eye sight when feeding but they don't eat other fish.
The only problem with dwarf frogs is they can't compete well with more active...
Your tank should be fine, and the driftwood should provide enough cover.
Tho I also purchased new driftwood which I made into a cave and the Raphael didn't use it, it kicked the plec out of it's cave !

You will need to provide caves for the Raphael, they are extremely nocturnal. This is a must this Fish needs to hide/cover
Once they acclimatise they may/ will come out for food but that will probably be the only time you see them lights...
Bolivians tend to be hardier than GBR, have kept both wouldn't recommend mixing both due to territorial issues.
If you go for GBR you really want good stock as they are more sensitive than the Bolivian, but both do need quality conditions.
Both are peaceful but they are cichlids my bolivians...

to help answer your original question, I would watch with the Barbs as the Betta's fins may be to much temptation for them.
Corydoras will be no problem especially as you have sand substrate and you have plenty to choose from thou I would recommend 6, but...
Is it a adult or juvenile ?
What type of tank ?,Freshwater or brackish ?
Adults need brackish conditions, juveniles start out freshwater but need converted as they mature.
