When my t5 light starts up it flashes/strobes for a little while then slows down, finally stopping. Is this definitely a ballast problem, or could it be something else?

Thanks, I wanted someone to either confirm or reject what I was thinking...
I like the AC 70 also, but the lip of the tank is too large for it to fit over so I have to keep the water level REALLY HIGH.
Plus I need more filtration once I start adding more fish...
I have a cycled filter (AC70)
I am replacing it with a new filter (xp3)
If I take ALL of the media out of the old and put it in the new I should not have a cycle, because all of the media will be transfered over, thus saving all of the bacteria that was built up on it.

There are some on every glass surface as well as a couple that I have seen on my plants.
I would say there are a low-moderate number.
As long as something doesn't hurt my tanks I usually would rather have it in there.
I like a variety of life!
I dont know if they are some kind of snail ( I dont know where they would have come from)
They have an oval clear outer part and a tan inner "body" the largest ones are appx. 3mm long and 2mm wide. They do move along the glass.
What could these be?
Are they a problem?

I have white dots all over the piece of driftwood that is in my 20 Long.
I don't know what it is or what it could be.
There are no dots on any of the fish.

Also, Doesn't a lot of the stuff that the bacteria breaks down "Hide" in the substrate, and therefore, if you clean it off of the glass bottom frequently it doesnt need to be broken down...?
One thing that I have noticed recently about powerheads is that if you have any smaller fish they can end up sucked face first into the "air intake" that the hose usually attaches to...
you might want to throw something on that hole to protect the fish...

Some plants will work, depending on the lighting and substrate (gravel) some other people will be able to help you more, but figuring out the wattage of the light will be very helpful.
