can i fit 8 neon tetras with guppies in a 10 gallon? how many guppies ?

neon tetras will do fine in higher ph water, they just won't breed. If breeding is your goal, then you need your ph to be in that 4-5 range, if you are just keeping them it doesn't matter. My cardinal tetras have been in a tank that is 7.6 for coming on a year and a half and very healthy.

    Help with substrate!!

lava rock or bigger pebbles or stones would make for tough time to clean detritus off the bottom of tank as it will slip into the crevices. Filter help

Marineland Penguin cartridges suck. They plug up within a couple of weeks and flow gets reduced greatly. Molly Not Adjusting Well

So much wrong with what you are doing. Too small of a tank, Rainbows are going to get too big for your tank. I believe they aren't really 'schooling' but they are staying together because they are stressed out. As Sara said, change out 50% of your water, wait three days then do another 50%. Stop...

Can/Should I change my filter media?

Ditch the Carbon, but only do one at a time. There will be some bacteria living on that cartridge. Put in a sponge in first slot, and filter floss in second, or 1 big sponge, endless options. You don't mention what type of HOB filter?

And your numbers don't make any logical sense at all. Your Nitrates can't logically go from 40-160 overnight, that doesn't make any sense. What is your water coming from and what does it test before you add it to the tank?
