i would use a quarter dose of melafix for a week. then at least a 25% water change every or every other week. i don't personally think your tank is over crowded more like it didnt cycle properly.
i think he was just getting use to his new tank. seems like hes staying at the middle now. if no one knows what this fish is you should investigate them there are a really neat fish.

yes it is a Columbine shark. i was told when they mature that salt is needed because they go nuts inside your tank when they want to spawn and to calm him down just add some salt. so he wont start swimming around all crazy if i don't add salt. the person that told me that was a reliable source...
