    hmm, I dunno about being stunted if he has good filters then it might keep growing, I had mine in a 20g due to some fighting in my 180g and its almost the width of the tank now and still growing, i think you should invest in a large tank now! plus they look cool :)

    I dont think you need meafix, Oscars are pretty hardy and that just looks like his tail has been bitten or he got it caught somewhere i wouldnt stress to much, what other fish are in the tank?

    I think your problem is the tank didnt cycle and there isnt enough good bactia in it, the male guppys seems to have taken a hard hit from it as well and might die. Seeing as he isnt swimming to good the other fish might bite him or attack him I would say thats where the missing scales are...
