    It's hard to say since he is white.. It doesn't appear so, just the redness. His gills almost look a little slicked down in areas

    Him really? I've only given them to him a few times in his life.. And water is fine. I've been doing bi-weekly 10% W/C, it's always ammonia and nitrite 0, nitrate 11, pH 8

    Yes you can keep them together, but you may need to hand feed the frogs if the beta is greedy with the food. I'd go with 1gal per frog/fish minimum.     Exact same thing happened to me. Feed him balanced spinach (this is best). Once he starts to absorb his tail he will stop eating as his body is consuming the tail. At this stage you will also want to switch his tank to a semi aquatic set up. Once his tail is gone, switch to feeding crickets...
