Wattage per gallon is an old rule that doesn't really work. Each tank needs different amounts.
There's quite a few zoas that are actually pretty cheap (radioactive dragon eyes, whammin watermelons, eagle eyes, etc).
Also, with expensive zoas, you make your money back after a month or 2.
I actually prefer nano everythings, but then again I love big tanks also.
Personally, I would decide on what live stock you like, and then decide on a tank size that fits the need of those fish.
