can i put 2 small oranda in a 20 gallon tank until they are bigger?

yes that would be fine. Just make sure that you have a strong enough filter for them. Try to get a tank of at least 55 gallons. That will be big enough for them to live for a long time; maybe 10 years. Orandas can get at 10 inchs long.
