I have my Goldfish tank for about a year now and I have an airstone bar with LEDs at the back giving me lots of bubbles. very similar to this

It was blocked up with only half of it working so I pumped a load of air through manually and it cleared some food and waste from it and started working better but not 100% still. I think it needs a general maintenance clean but I am unsure what the Best-most effective way of doing this is.
Any suggestions on this?
