Algae problem when my nitrates are 10?

I have a 10 gal tank with a male betta and mystery snail in it. The nitrates are less than 10 and have been that way for quite a while (always). Yet my sand has a layer of green algae and it grows on the walls. The snail obviously does not take care of it, and might be part of the problem. It is not terrible, but it is more than I want, and algae accumulation is suprising to me with nitrates so low. I have taken the light off the tank completely at this time since it appears even 4-5 hours was too much. The tank is in a room with a fair amount of natural light when the sun is out. Water changes are weekly. Feeding is light daily. Any thoughts on what else could be causing algae in this set up?
