Ammonia wont drop to zero!...Help

I'm starting a 30gal using ammonioa dosing (no fish) and BIO-Spira. Got the tank up to 4 ppm and it dropped nicely ther first 48 hrs but now after 7 days it's "stuck" between .25 and .50. The nitrites spiked and then dropped down back to 0 like they should. Is this normal and how much longer should I expect to wait? Is there something else I could/should do or wait it out for ammonia to drop to zero? My plan was to let it drop to 0 then redose and repeat until I get the cycle to clear the ammonia in a 12 hour period and then add fish.
 
Redosed and continued to take readings. It's taking about 48 hours to drop from 3 ppm to .25 ppm and the nitrites and nitrate levels are moving accordingly. Looks like I just need to be patient until it can clear it in 12 hours or so.
