Bubbles forming on / arround aquarium heater

I have an area near the suction cup on my stock supplied aquarium heater where bubbles form. Is this normal?


The bubbles look like carbonation bubbles, and are constantly present. (Not releasing at a rate of more than 1 a minute and this has been noticed for about a week now. They are not forming at any visable rate. The heater is about 6 inches from the filter outlet and I am thinking no churned up air bubbles from that are being caught on the heater.

My concern is the possibility of a vapor leak in the heating element.

Normal? Cause for close watching? or get rid of it now!
