Extremely High levels

Started fishless cycle 2 months ago. 10 gallon and 37 gallon tanks. Both cycled (I thought). I added 4 small mollies to the 10 gallon. All was good for a week. Added 3 guppies, 2 snail's, and 2 yoyo loaches.. had a slight ammonia spike. Added ammolock. It has all been down hill since! Ammonia spiked to 8ppm. Did 75% water change. Treated as directed. The 37 at the same time had 5 fry and I treated with ammolock. Same thing. Water change and treat. Then levels went to 8 ppm ammonia, .5 ppm nitrite, and 40ppm nitrate. This has been on going for 3 weeks now. I have changed sponges in filter. Vacuumed substrate and done a ton of water changes. I added prime stability as directed the last 7 days and same results.. please help
