Film on water in fishless cycle

I have a thin film on top of my water and I am in week 2/3 of the fishless cycle process. From all of my reading online it appears to be a protein film. It is not oily and it is almost like a very thin skin on the water. I break it up with my net (which dosent really catch anything solid) and everything will be fine for about 3 days then it will come back.

There are no fish or plants in the aquarium so I dont know where it might be coming from. I repositioned my filter to see if that would help, but is there anything else I need to look out for and will this interfere with the cycle process?
 
Point a PH slightly up to break it up or put a paper towel on top of it and quickly put it out with the sheen on it.
