Fin rot in a public aquarium, really!?

It does look more like nipping than fin rot. If you think about it, they have to do the same things as we do to treat disease/injury. I guess they could qt it somewhere in the back though. If it is just an injury, there's really nothing to be done.
 
But there is absolutely no way that a SD should be caught really, they're too fast when healthy. What on earth must they have in that tank?

They are showing non-Silver Dollars colors. They have absolutely no coloration which is correct and although I am sure some of the green is from the glass/plastic of the aquarium, I simply cannot believe this... Most of the fish have NO fins. There's one with no fin on the top, another with no fin on the left... It's insane.
