fishless cycle

Ok I'm completely confused with my fishless cycle. My 55 gal tank has been running for almost four weeks now and I just checked my levels. My Ph is 7.4, ammonia is 4.0, Nitrites 0, nitrates 0-5.0. The part that has me confused is I had Nitrites last week and my ammonia went down to 1. I redosed the ammonia to 4. Now for some reason my ammonia hasn't dropped and my nitrates are 0. Does anyone have any idea why and have any suggestions?
 
have you done any water changes lately? Or anything to your filter? When did you redose and how long have you had nitrates(or are they from your tap water?)?
 
I haven't done any water changes since I read you don't until the nitrite and nitrate levels are super high. I haven't touched the filters since I started. I had Nitrites for a few days. I did add some conditioned water to replace the water that had evaporated. I've tested my tap water and everything is 0.
