Foggy Water

Hello, very new here. I came to try to find some help with my current aquarium. It is a very small one and I've tried changing the water, getting certain creatures to help clean up the excess food, and using chemicals to fix this but it always turns up foggy. What am I doing wrong?
 
It looks like a bacterial bloom. This is normal when the tank is cycling and normally clears up as the nitrogen cycle establishes and excess nutrients get consumed.

Are you aware of the nitrogen cycle and how to cycle an aquarium?

Whats the filtration like?

Do you know your water parameters? pH, ammonia, nitrite and nitrate?

If it looks like floating particles, then your filtration isnt doing a job of removing them.
