high ammonia levels

Hi all,
I am a new member and newly returned to fish keeping after a gap of about 25 years. it is much changed in that time and I am struggling with the chemistry.
I have an Askoll 60 litre tank with external bio filter.
Having read the instruction book and then followed the instructions on youtube I am still at odds with with ammonia levels.
it is stocked with a few Rummys and neons and Guppies and corys.
I change the carbon and nitrate filter 2 weekly and have been washing the nylon filter material in tapwater as the youtube film states, I now realize that this washing is preventing the bio filter working.
Can anyone explain how to operate this filter correctly any help would be great:thanks::banghead::banghead::banghead:
