is this a good fixture?

I'm no expert but I think you have to look beyond wattage. The colour spectrum is also important. What is the Kelvin rating of the fixture? FYI sunlight is about 5000K.
 
Sounds like it would do the trick. 5500k is consistent with sunlight.

I know you can get stupid on light fixtures. A guy try to sell me a $200 fixture for my 29g. I am going to try to get by on my LED and some low light plants for now.

You can also go into the red spectrums (lower k rating) and that helps plants with red leaves etc. You can also mix different types of bulbs in the same fixture to get different types of light. It goes on and on and on.
