Is this green hair algae?

This stuff just popped up in my tank over the past few weeks. Figured my shrimp and Oto would take care of it. I figured wrong! Sorry for the poor photo. I'm used to photographing coins and not aquariums.

Would Amanos take care of this? A shop near me carries them every so often (or so I've heard). I don't really want to buy a flagfish as it isn't suited for my 10g.

Specs:
10g tank
36w 6700k CF lighting
AQ 20 mini filter
Plain gravel substrate
DIY CO2
1/8 tsp KN03 (N) 3x a week
1/32 tsp KH2P04 (P) 3x a week
1/32 tsp (2ml) Trace Elements 3x a week
 
Looks more like thread algae to me. Are the strand extremely long and thin? If so, then definately thread algae.

I guess so. Some reach the top of the tank if I miss them.

Ideas on fixing this problem?
