Just got my substrate!

Black Quartz sand I am washing it now....says its already washed but it is so dusty!! How deep should the substrate be in my tank? Is 5cm too deep?

5cm is fine IMO you don't want it any deeper than about 10cm.

A long process!! I have my filter off for now and a stocking over the intake, when should I turn the filter back on? And, should I do a water change to try and clear up some of the cloudiness?

When any large particles have settled its fine to turn it back on. The stocking will catch any. It should clear on its own but if you want you can change the water to help. Put a dinner plate down to pour the water on so it doesn't disturb the sand.

Oh ok. Yes I was wondering about how I was going to do a water change without disturbing the sand. Thanks for your help
