So if I have a10 gallon tank with a hood and it had just regular clear 15 watt bulbs can any live plants grote in it...the hood has 2x15 watt bulbs

What kind of bulb? Regular incandescent? If so, your chances of success are slim. java ferns may survive, but prob won't grow.
If you have room, swap those for day-light full spectrum compact fluorescent. You would be able to do low to medium light plants with those.
