Lump on Goldfish

So I was watching my fish lastnight and out of no where i see this lump on my white goldfish. He is acting and eating normally. I cleaned the tank today. there is only another smaller goldfish with him. plastic plants. pretty basic set up. I do plan to get a bigger thank soon. Any help would be great!

Could be a cyst or tumor. That is my feeling but hopefully someone else gives you another perspective.
