I have a 35 gallon. I don't remember the substrate but it was some substrate for plants by some Australian company. I want to ask is it possible to grow Monte Carlo carpet in an established cycled tank filled with water and having fish (Angels)? I mean without removing fish or water. Please advise. Thanks.

Yes.

With an established tank + fish it may get picked on, but it's completely possible. I find the best way is to trim into small small small portions and plant + pour just a pinch of substrate onto the planted clippings, this helps keep it in place long enough for roots to grab hold.

Cross your fingers that your fish won't nip at them and they will grow. I've never done a dry start with any of my carpet tanks and I've never had an issue.

Ive never grown MC but from what I understand it is not very demanding.
I started DBT and Glosso from tissue culture packs in an established high tech tank. The biggest challenge was the Malaysian trumpets snails uprooting the plants.
