New Aquarium Setup Advice

Thanks in advance for any advice!
Brand new to fish, plants and aquariums.
My idea is a freshwater 80 gallon community tank
and a 20 gallon QT and/or rearing tank.
I'd like both to be planted and share air, Co2 and maybe water, IDK.

First off, I'm gong to put the aquariums together slowly.
I figure these are the steps I need to take.

Keep studying, lol.
Order anything that I might be missing.
Properly set up the aquarium area.
Clean the tanks.
Get substrate, fertilizers, most of the waterscape done and add water.
Wait.
Add plants.
Wait.
Then fish.

So this is what I have so far:
A 20 and 80 gallon tank.
4'x10' rubber mat to put under and in front of the tanks.
48" T-12 florescent 2 bulb fixture.
UV Lighting "Super Actinic R" and " Aquasun" bulbs.
80 pounds of CaribSea Eco-Complete 20-Pound Planted Aquarium, Black
45 pounds of Flourite Black, 7 kg / 15.4 lbs
5 gallon bucket of black rock substrate.
I was considering raising aggressive fish, but changed my mind.
I bought these breeder boxes, thinking I might need to raise fish food.

I've got 2 bottles of 2 of Seachem Flourish Excel 500ml
and 2 of these 2 of Pawfly 4-Way Aquarium Air Flow Control Lever Valve Distributor Splitter with 1 Non-return Check Valve and 6 Suction Cups

I have this in my current shopping cart.

The 80 gallon tank came with a Marineland 330 Penguin filter
and 2 heaters, a 200W and 300W.
And a Weirpro air pump.

Setup questions:
Do I need to worry about mold growing under the rubber mat that I want to put down?
If so, is there a way to help prevent mold from growing on the carpet below the mat?
Should I have a dedicated desk for testing the water, etc?
I have plenty of storage room, in the tank stand, for all the supplies.
Cleaning the empty tank? Vinegar and water and razor blade?

Parts questions:
Am I missing parts or chemicals?
Sure I am.
Did I buy good light bulbs?
I bought 2 kinds of dirt. Should I mix it or put it in layers?
Do I need fertilizers to put under the dirt?
I'll work on the Co2 in a later post.

Your lighting will put u in the low light category for the 80g. I'd get 2 t5's if u can. T5HO's if the tank is taller than standard.

If you wanting to go high light you'll need another fixture. Either another 2 t5's or a LED of some sort.
