Not sure if coral is dying

I think my coral might be dying my
The tank has been running for 10 months and the parameters are
Ph 8.2
Ammonia 0
Nitrite0
Nitrate 0

Cal 460
Alk 11 meq
Phosphate 0

How long has it been like this? Is this a slimy covering that can be blown off? If so, it is brown jelly disease. If this is the case, I would take the coral out and frag that head off quickly to prevent it from spreading.

If it is simply starting to bleach, what is the difference between that head and the one just beside it? I'd assume too intense of lighting for it.
 
Yes it can be blown off and it been like that since last night the head beside it has a bit of shade from the live rock and I already fraged ff the head that was and affected
