parasites/black dots on valentini puffer

I noticed 5black spots on my puffer. I went to my lfs&they suggested garlic xtreme. I've dosed the water& the frozen fish food daily as instructed on packaging for a month. Over the month time more black spots appeared but seemed to fade somewhat.The fish is not acting abnormally(not swimming weird, not flapping gills rapidly, or not scratching against rocks )....HELP

I've had the fish for over 9months. The fins look healthy and normal, and he's thrived& actually grown quite large in the past 9months
