Planted aquarium start up

So, today I am going to go and buy a 25 gal tank comes with everything but a filter, and light is a bit funky so I might replace it as well, in my mind, I'm going to go out and plant some grass that'll spread, and maybe some sort of a higher growing plant, possibly some duckweed, any suggestions? Will I need a co2 system?

Depends on the light. What light are you planning to use and what will be the distance from the light to the substrate?
