I just received my water sprite I ordered. It's all stem clippings and no roots. My question is can I just plant the stem and wait for roots to develop or is it best to float it and wait for the roots to grow before I plant it in the substrate?

Either or, shouldn't make a difference. If you do plant it, be careful not to snap the stem at the bottom as this will just prolong the process

Water sprite grows very well as a floating plant. You cold really do it either way.
