Sick betta

Hello, im new to the fish stuff and my bettas tail has been getting shorter and shorter. I looked it up and i figured it must have been fin rot. Now, i got him the jungle fungus clear medicine in hoping he'll get better. This morning i looked in his tank and he's just laying on his side. Should i clean his tank again? Is this normal for medicine? If i could i would post pics but it wont let me for some reason. But ether way please let me know what i can do! Hes in a 5gallon tank. Filter, hester and use some stress stuff. Please help me on what to do. Should i use the salt stuff for his fin rot?

What are the water parameters? Is there carbon in the filter?

What's the dosage on that medicine? You may want to halve it.
