Tubifex worm tank

Today I bought two portions of tubifex worms and instead of putting in a container in the fridge I put them in a one gallon tank with cold water. Is this a good idea? I'm hoping they will breed. I'm going to change the water every three days and have a filter. Should I take the filter out? I'm also going to hatch brine shrimp. Is that a good investment?
P.s I found a leech in my worms. Should I feed it to the fish or kill it?

I used to keep mine in a cloth sack in the tolit tank. I had well water so no chlorine. I think you will need to do water changes more frequently and I don't know if you can breed them.
