So right before I fed my comet in his 21 litre tank I noticed this weird yellow gunk on the Air pump tube. I was just wondering what it is? How quickly will it take to come back after I've cleaned it? And is it harmful to fish?

21 liters is too small for a goldfish do you have anything bigger planned for it?

In a couple of months I'll be moving out and I will then buy a bigger tank for him. I did take a picture and put it up, but I'm new here and I don't think it worked�� it's like this thick yellow stuff at the end of the tube that's inside the water. I found that it is easy to clean

Picture didn't work but as long as it was easy to clean then I guess that's a win? Not sure what the ooze could have been.
Good to hear you are getting a bigger tank. In the meantime keep up with water changes.
