Water Transfer

So, I have a 21 litre tank that I had to put my goldfish in because my other tank started leaking unfortunately. I was just wondering.. I'm getting a new tank today, am I able to transfer the water in my 21 litre tank into the new tank without cycling it? Because I don't want them in a small tank like that

The helpful bacteria are not concentrated in the water but in the gravel, filter, porous wood, etc. That's what you need to transfer as well as the water.
