Weird caterpillar coccon in planted tank

We found this weird little creature in our 8g breeding tank today. It just looked like a leaf at first stuck on the glass then we noticed the little green caterpillar dude inside the leaf/cocoon. It was moving around.

Probably about 1cm long and super small, like just bigger than say a bloodworm.

Any idea what this is and if it is ok to have living in the tank?

Will it consume the plants or the fish? So weird!!

Did some research and it could be an aquatic moth larvae. Which can eat the plants and does no harm to the fish.

But can either die in the tank or turn into a moth...that would be crazy to see a moth fly out of the tank!
