I've read that White Cloud Mountain Minnows are generally better in cooler water and do not require a heater. Is this correct? We live in Florida and keep the house temp around 76 year-round.

Your information is correct. These fish will live in much cooler water than 76 degrees. Actually, if you can maintain this temperature year round as you say, you can keep most of the aquarium fish you get at the pet store.
Just keep the tank water pure with large, regular water changes and your White Clouds will be fine.
