White skin looking stuff floating about in my aquarium

When something distures the play sand in my aquarium, I get this peeled skin (best descirption I can come up with) looking stuff stirred up.. Looks like the mess that shoots out the canister filter after service too.. It's super ugly..

Cause?
Way to reduce?

if its brown gunky stuff, i had the same problem until i stopped overfeeding. It would shoot out of the filter when i turned it back on after a pwc, and the canisters were full of it. I cut back to feeding every 2-3 days and havent had the problem nearly as bad.

It's not brown at all.. White, almost see-through..
