White stuff on inside glass?

What is this? It is all around the bottom edge of my aquarium. It is worse in the "sandbox" area.

Is it safe to clean it off or should I wait until my cycle is complete? I have OCD and it's driving me bonkers.

could be some type of mineral deposits...? or an algae? is it hard and crusty? if you tried to remove it.. would you need to scrape it off or just wipe it?
