Will Eco complete be ok just sitting in water?

Yeah, there's no problem with it, it's really just a specialized gravel.

If you got Eco complete that was packed in water and says it had bacteria in it and would cycle a tank fast, and you just leave it sitting, then those bacteria will die off within a day or two. Then you will have to cycle from scratch. The bacteria need fish waste to live on, or pure ammonia to live on in the absence of fish.
