Lighting for reef tank

Is this enough lighting for a reef tank?

2-96 watt true actinic 03 blue CPF
2-96 watt 10,000k daylight CPF
How long should a tank be setup before adding Coral to it?

I'd say so, unless you're thinking hard coral, then I wouldn't know. But you can do a wide variety with those 4x96. Wait long enuf to be able to maintain consistent water reading levels with critters in it.
 
I've heard it's a good rule of thumb to wait 6 months before introducing corals to a new tank, but austinsdad's answer is closer to correct IMO.
