I am wondering (prolly a dumb question) if I rinse ceramic rings before adding them to a filter

Yes, rinse anything (other than fish/inverts of course) before putting it in your aquarium.

Okay thank you and is too much bacteria bad for your tank

I suppose that would depend on the type of bacteria you're talking about. If you mean the beneficial bacteria (nitrosomonas and nitrobacter), then you can't have too much. You'll only have as much as your tank will sustain.
