constantly high ammonia

Um, two options:

Get two five gallon buckets and a cheap tank heater. Fill up the bucket using the gallon jugs, plug the heater in and throw it in for till it gets close to the tank temp. Once it's where you want it, do the water change into the other bucket, add the now heated water.

Or heat up water on stove, while you take dirty water out, rinse bucket, add hot water from stove and cold water from sink with jugs into bucket till the temp gets right, add to tank.
