Green Spotted Puffer too scared

In the initial 2 months,my gsp had personality and ate anything i dropped into the tank weather it's alive or not (even a piece of lr ruble lol). After keeping him for five months though in my 20g long tank, he seems to be scared of me or when i make fast movements. Also i have about 25lbs of dry rock in the aquarium. He eats fine, like the ghost shrimp, snails, and freeze dried plankton, but i guess he's not agressive at all. I dropped a crayfish in the aquarium and he pretty much ignored it. I actually want him to be agressive so he could eat crunchier food. Is this normal for him?
