For the past two weeks I have been watching my nitrates and ammonia levels drop. It has been about a week now and my ammonia level has not dropped past .25 I have done my water changes. Now the sand looks kind of dirty would that have an effect on the ammonia levels?
 
Do you mean nitrItes?
What are your current readings?
 
You said previously that you tried to remove your shrimp but they disintegrated so it could still be feeding the nh3. Either that or your nh3 test could have expired and is giving you a false reading. Have you had a lfs test the water or tried a new kit?

AFAIK high ammonia levels will skewer the results of nitrate test. Don't even bother testing for NO3 until you see ammonia at 0, and the nitrites peak and start falling. Good advice by Tecwzrd about having a LFS confirm your results.
