Help with wrasse disease id

Picked up a wrasse a few days ago. He was pretty healthy looking when I got him but some freying on the tail fin. Yesterday noticed a white patch on his tail. The scale look raised in that area....almost bumpy. Take a look at pictures and please help id the disease. Don't think it is ick. Fin rot maybe?

Is say fin rot hard to tell get him some meds and qt him befor its to late meds meaning antibiotics....

RIP wrasse....did a 15 minute dip of Metro+ yesterday on the recommendation of the lfs. It looked like it helped at the time but he was dead when I got home today. Sucks.
