White Clumps on Tail

I just got a Angular Butterfly in and have it in QT. It's not eating and it has these white clumps on it's tail. Looks kinda like clumps of powder sugar. Any idea what this is? How should I treat it? I think it's twitching a little.
 
Agreed with Brenden, it could also be Lympho.

Could you be a little more descriptive? There is also a chance of external worm/copepod infestation so best to be sure... Can you get a decent pic?

What are the QT water parameters and is the Bfly eating well?

Not sure what else to say. As I mentioned above it's not eating. I can see the clumps from far away so they a fairly large and are along the rear fins only.
 
What have you tried to feed it? Have you tried garlic? What is the salinity in the QT? You may want to lower it some to reduce stress and entice it to eat.
