Help! Weird green spot on tetra

Hi everyone im cody im new to these forums so hello all. My problem is a green spot growing on a tetra in my tank. I dont beleive its ich juat because therea no white spots. Please help i have no idea what this is. Im no expert aquarium wise, but all my levels including ph nitrite and amonia are normal. Here are some pictures of the infected tetra and one of a normal one to show the difference

to me idk the pics are a little blurry so i cant really make it out. but imo i think its a "glo" tetra, witch are tetras injected with a neon dye to make it look like that but you may want to wait for someone else to answer, i'm not that sure
 
well then im sorry im lost on this one maybe someone else might help
