Mass on my betta fish's back end?

1~What type of fish is afflicted? In addition, please describe what is wrong with the fish to the best of your ability (i.e. cotton like growth, bloated, etc.).
Betts fish, the back park of his body looks like it has a blue/black mass on it. It used to be a blue line down his fin. It looks like the fin disappears and its a mass now. Kind of like that back area is turning blue/black. He's been hanging down at the bottom in the same spot a lot. He usually likes to swim around when I come over but he's been lethargic. He eats his food and spits it back out. He may even be breathing heavier, but I may just be seeing things.

2~What are your tank parameters (ammonia, nitrites, nitrates, temp, pH)? Please give exact values.

3~ How large is the tank? How long has the tank been set up?
5 gallon screened in half since February

4~What type of filtration are you using? Please give the name and number (i.e. Fluval 304) and amount of gph if known.
Top fin 5-10 gallon filter, filter pack changed Wednesday

5~How many fish are in the tank? What kinds of fish are they and what are their current sizes?
Two male bettas in a 5 gallon tank with a screen to separate them. The other exhibits none of the same symptoms

6~When is the last time you did a water change and vacuum the gravel? How often do you do this? How much water do you remove at a time?
Last cleaned Wednesday, algae scrub, 50% water change, added aquarium salt and stress coat

7~How long have you had the fish? If the fish is new, how did you acclimate it/them?
I've had him since January

8~Have you added anything new to the tank--decor, new dechlorinator, new substrate, etc.?
Stresscoat and aquarium salt on Wednesday

9~What kind of food have you been feeding your fish, have you changed their diet recently?
No diet change, he's been spitting out his food and not that hungry in general for at least the past week

IMO that seems like really severe fin rot. That can be triggered by bad water parameters.

Did you change all of the filter media? You shouldn't be removing filter media until it is falling apart. But changing the filter media is probably causing the tank to cycle again because you removed the beneficial bacteria.

You need to be doing pwc much more frequently to keep your water parameters decent. A 50% water change about once a week is probably not enough.

There may be medication to use but that is not my forté so I will let someone else explain medication.
